All involved in working with children or vulnerable adults holds a PVG certificate.

The Disclosure (Scotland) Act 2020 makes membership of the Protection of Vulnerable Groups (PVG) scheme a legal requirement for people working in regulated roles.

This took effect on April 1, 2025. A “PVG certificate” from the Disclosure Scotland Act refers to a certificate issued by Disclosure Scotland.

A “PVG certificate” confirms an individual’s membership in the “Protecting Vulnerable Groups (PVG) Scheme”.

This is a system designed to ensure people working with children and protected adults in Scotland do not have a criminal history that would make them unsuitable for such roles.

This scheme is established under the “Protection of Vulnerable Groups (Scotland) Act 2007”. 5.
